Permanent advisory body will start to work next week at the Macedonian Ministry of Defence which will be comprised of four NATO representatives, who, together with the Army of the Republic of Macedonia General Staff and Defence Ministry will work on intensifying of the efforts for re-structuring of the army, Defence Minister Vlado Buckovski stated Thursday after the meeting with the Admiral Gregory Johnson, Commander in Chief of Allied Forces South Europe (AFSOUTH).

Buckovski said this has been another step in intensifying of the co-operation between the Republic of Macedonia and NATO and Macedonia's approach towards the Alliance.

"This is a good signal that our ambitions of becoming NATO member in 2006 are realistic," he considered.

Defence Minister informed that the talks have been focused on international military presence in Macedonia after December 15. "It is certain that NATO will stay in Macedonia after December 15, for which we have got a confirmation for this today," Buckovski said.

He said that the military presence in the country will probably be in small number because the level of stabilisation of the situation in Macedonia is bigger.

Minister Buckovski said that everything will be defined after Monday's session of the Government, which will officially request for future international military presence in Macedonia.

"Communication officers on the terrain who are useful for stabilisation of the security in the Republic of Macedonia will be the core which will probably have civil components," Buckovski said.

The civil component, which will be included in the next phase from the stabilisation plan, will help in confidence building towards the institutions of the system, the integration of the entire territory of the Republic of Macedonia and the rule of law, he said.

In regard to the announced actions of collection of the weapons, Defence Minister said that due to unfavorable weather condition which could probably occur in the crisis regions, the action will start on March or April 2003.

"This should not be only symbolical collection of the weapons as the Operation Essential Harvest was, but it would be real presentation that the legal state on the entire territory of the Republic of Macedonia functions," Buckovski said and informed that Ministry of Defence will have secondary role in this operation and will give a significant support to the members of the Ministry of Interior Affairs.

Admiral Gregory Johnson, Commander in Chief of Allied Forces South Europe, stated that today's meeting has served for mutual acquaintance with Minister Buckovski and added that NATO will continue the co-operation with the new Macedonian Government.

Albania, Macedonia president to meet on NATO membership, other bilateral issues.

By LLAZAR SEMINI, Associated Press Writer

TIRANA, Albania - In a reflection of improved ties between Macedonia and Albania, the presidents of the two neighboring countries agreed Thursday to meet later this month for talks on NATO membership efforts and other issues.

Albanian President Alfred Moisiu and his Macedonian counterpart, Boris Trajkovski, decided to meet in mid-November ahead of a NATO summit in Prague, where seven eastern European countries are likely to be offered membership, said a government statement.

More important than the agenda, the planned meeting will be the first on the presidential level since before the end of ethnic bloodshed in Macedonia more than a year ago. During the fighting between militant ethnic Albanians and Macedonian government forces, some Macedonian government officials accused Albania of supporting the militants.

Both members of NATO's Partnership for Peace program since 1995, Albania and Macedonia aspire to become full members a wish unlikely to be granted at the Prague summit due to lack of political and economic reforms and continued instability.

"We would like both our countries to become NATO members soon," the government statement quoted Moisiu. "We are determined to continue our work in the future to achieve this goal."

The meeting, to alternate between Ohrid in Macedonia and nearby Pogradec in Albania, will also focus on other issues.

Moisiu hailed the success of Macedonia's elections in September, a year after the end of the ethnic Albanian insurrection fought for more minority rights.

He said the peace agreement ending the conflict was "an indispensable factor for the stability of not only of the Macedonian state but of the region as well."

The elections resulted in the creation of a new, multiethnic government headed by Prime Minister Branko Crvenkovski, a moderate believed committed to quelling ethnic tensions. His government includes members of an ethnic Albanian party led by Ali Ahmeti, the former rebel leader.

Safety Criteria for EU Nuclear Reactors, Discussed in EC, Same as Those Used In Assessment of Kozloduy N-Plant.

Sofia, November 7 (BTA) - The common criteria for safety of nuclear reactors in EU member states submitted for discussion in the European Commission are the same as the ones used in the assessment of the Kozloduy nuclear power plant, Spokesperson of EC Vice President and Energy and Transport Commissioner Loyola de Palacio, Gilles Gantelet said, interviewed by Darik Radio.

Asked if the International Atomic Energy Agency standards underpin the new document, the EC official said the idea is not to develop new criteria but to include the existing ones in the EU common legislation, thereby making them compulsory. "The aim is not to work out new criteria for Bulgaria but to apply the same criteria as those for Bulgaria in all other countries," Gantelet said.

"Our main idea is to set requirements to the applicant states; however, it would have been absurd to set such high criteria for the EU candidates without demanding the same from the member states," Gantelet said. "We want the attitude to all countries to be fair and equal and the attitude to France and Britain to be the same as towards Bulgaria," Palacio's Spokesperson said.

"It is a matter of fairness that these rules are applied for all existing and future members, as well as the newcomers after January 1, 2004," he said. Gantelet said that the experts who will conduct the checks of the nuclear reactors will be nominated by the EU member states. If the checks establish failure to meet all safety conditions, various legal instruments, including closing of the nuclear power station, could be used to oblige a country to meet its commitments.

Asked whether the approval of the new criteria could change the timeframe for the closure of power units three and four of the Kozloduy n-plant, Gantelet answered in the negative. "This is a different matter. We are now expecting the Bulgarian authorities to name a date which will be part of a future agreement. The date that will be finally decided about power units three and four of the Kozloduy n-plant must be met strictly," Gantelet said.

Erfurt, November 7 (BTA special correspondent Iva Toncheva) - Daimler Chrysler is showing interest in the privatization of the truck-maker Madara Shoumen (Northeastern Bulgaria) and Chavdar, the bus maker.

This was stated in Tuesday's conversation in Berlin between President Georgi Purvanov, who is on a state visit to Germany, and Klaus Mangold, Chairman of the Committee for Eastern Europe of the German Economy and member of the Board of Management of Daimler Chrysler AG, the President's Foreign Policy Secretary Nikola Karadimov said.

The aim is to start bus manufacture for tourist purposes in Bulgaria.

The Committee for Eastern Europe of the German Economy supports another Daimler Chrysler project, for production of a new type of car engines in Varna.

Within eight weeks, Germany will provide a number of grants for Bulgarian students and interns, who can do a placement at the largest German companies.

2003 Personal Income Tax Revenue Projected at 1,047 Mln Leva, Two-Thirds Will Go to Municipalities.

Sofia, November 7 (BTA) - The 2003 proceeds from personal income tax are projected at 1,047 million leva; 697.8 million leva of the total will be allocated to municipalities, and the rest will flow into the central budget.

Deputy Finance Minister Kiril Ananiev broke the news during a presentation of the 2003 National Budget Bill to the National Assembly Committee on Budget and Finance.

Most of the MPs' questions were related to municipal budgeting.

Municipal government activities will be financed from two main sources: personal income tax and central subsidies, Ananiev said.

In-kind benefits to the central and municipal government administrations will be reduced by 80 per cent. In this respect, municipalities will not be treated differently from the central administration, he said.

The 130 million leva structural deficit on municipal budgets, recognized by the Finance Ministry, will be offset after the middle of the year by "buffer allocations."

Pazardjik Mayor Ivan Kolchakov presented the position of the National Association of Municipalities in the Republic of Bulgaria. He conveyed the Association's disapproval of the projected deficit. The deficit will be due to the fact that the government will not channel the entire revenue from personal income tax to municipalities, but only two-thirds of it, Kolchakov said.

In January 2003 the municipal budget deficit will top 10 per cent, which will stall fiscal decentralization at its very beginning, Kolchakov said.

According to Ananiev, municipalities are likely to start the year with settled debts. Outstanding municipal obligations, if any, will not exceed 20 million leva, which has never happened over the last few years, he said. In December 2000 municipal debts stood at 124 million leva, and in December 2001 at 181 million leva.

Municipal revenue in 2003 is projected at 522 million leva.

Finance Minister Milen Velchev said the national budget scheme conforms with the Government's medium-term strategy and will promote the development of the private sector. The most significant increase is planned for social protection spending: up by 22 per cent from 2002, Velchev said. He repeated that the budget scheme is "socially oriented."

The debate will continue next week.

Premier Braces Cabinet for Change.

INTERVIEW Standartnews: Nikolay Butchkov

Iva Nikolova

By the end of our mandate a new political union will be formed. None of the election pledges have been fulfilled, says NMS MP Nikolay Butchkov.

Nilolay Buchkov was born in 1947. He graduated in hydroengineering and worked in this field in Bulgaria as well as in Algeria and Iraq. He went into politics, especially monarchy-orientated, in 1990. At the moment he is an MP from NMS and member of the parliamentary committee on regional self-government.

- Mr. Butchkov, the resignation of vice-premier Paskalev has put the ruling majority in a predicament. How will you overcome this critical situation?

- It's a matter of pragmatic approach on the part of the Premier. Those who refuse to accept Simeon Saxe-Coburg in his capacity of a King will never be able to grasp his manner of governance. We found ourselves in a situation when a respectable man and minister hands in his resignation and puts forward lack of confidence and internal discord as his rationale. The fact that a minister and vice-premier with proven qualities leaves his office sets prerequisites for all kinds of changes within the Council of Ministers. As a political force we have found ourselves in a very touchy situation. In practice, none of our election pledges have been fulfilled. So, we are in for a cabinet reshuffle. I think that the NMS will form a new political union by the end of its mandate that will determine who will become its future political partner at the next general election. By no means will it be the NMS party.
